State Aid

New York State Tuition Assistance Program (TAP) is a grant awarded to students who are declared permanent residents of NYS, are in good academic standing, and attending school full time (12 credit hours)in an approved program of study at a NYS college or university, and, for dependent families, have a NYS net-taxable income not to exceed $80,000*.  Single Independent students with no dependents have a maximum NYS net-taxable income of $10,000* to be TAP eligible.

How to Apply for TAP: 

1)  Apply Online for Federal Aid

  • The TAP application process begins with the Free Application for Federal Student Aid (FAFSA) at www.fafsa.ed.gov or at www.hesc.org
  • NYS Higher Education Services Cororation, HESC, will use the FAFSA as part of your online TAP application.

  2)  Complete Your Online TAP Application

  • After completing your FAFSA, you may complete your online TAP application.  On your FAFSA Confirmation Page, go directly to http://www.hesc.com/content.nsf/ and apply for TAP.         
  • You will be prompted to get a Hesc PIN (Personal Identification Number). You will use your HescPIN to "sign" your TAP application, to keep track of your application information, or to make changes.
  • Once you have your Hesc PIN, complete your online TAP application. Information from your FAFSA and your calculated NYS net taxable income will be pre-filled on your online TAP application. Follow the instructions provided.

Students who are residents of the following states may qualify for home state aid if they attend a college in New York State. Contact a high school guidance counselor or your state agencies for details.
